In brief
Toktogul's buyers talk; Irad absent
The Kyrgyz and Uzbek energy ministers met on or about 28–29 October to discuss electricity supply and cooperation, as Vecherniy Nurzhan reported on Friday. Irad was not in the room and has no seat at such talks. Iradenergo sells Toktogul power to the Uzbek and Kazakh grid operators on contract schedules, paid in dollars into Talasbank escrow; exports had reached 99% of the annual plan, 2.92 bn kWh, by late October. On 30 October the reservoir held 16.65 km³ of 19 (87.6%) and was drawing down, with supply normal in Talas, Nurzhan and Iyık Janyl. The Naryn Water and Power Protocol falls due for renewal in 2027.
